Probably a rodent of some kind--cleaning up the loose insulation is one thing, but eliminating whatever it is that's doing the damage is another as it may plan to make its way through other parts of the car, particularly the wiring.
Funny that it’s made by Honda. That article was helpful. It seems like they aren’t looking for something to chew as the wiring is fine. More likely they are gathering nesting material.Interesting that this morning's Raleigh News & Observer had an article on squirrels and other rodents chewing car wires. It included some good info on what you can do to prevent it, including mention of something called Honda Rodent Tape.

At one point, I opened the hood and a little mouse stared up at me. Not fun.
